
Former Gambling Commission Executive Director Tim Miller has launched GamReg Consulting, in an attempt to help provide evidence-based approaches to gambling regulation.
Miller stepped down from his role at the Commission earlier this month, bringing an end to a 10-year spell with the British regulator. While GamReg Consulting does not appear to currently have a website, a LinkedIn profile has been set up detailing the consultancy’s intentions. The page does not list any company employees.
GamReg Consulting describes itself as providing independent, internationally-focused advisory services to governments, regulators and organisations. The consultancy will help governments and regulators build stronger regulatory frameworks and will attempt to tackle the illegal gambling market; a topic which has been discussed at length in the UK in particular in light of increasing regulation.
In a post on his own LinkedIn profile, Miller wrote:
“After a quarter of a century working in regulation, and ten years as Executive Director at the UK Gambling Commission, I've decided to take that experience and my independent perspective and put it into something new.
“It feels a really natural next step. I've always been motivated to drive the development of markets that are safer and fairer for consumers whilst also being competitive and dynamic. This new venture gives me the chance to do that in a more flexible, international way.”
During his time with the Commission, Miller oversaw the introduction of the Gambling Survey for Great Britain (GSGB). The GSGB replaced the Commission’s quarterly telephone survey, with the last published GSGB showing that for 2024, Great Britain’s problem gambling rate increased slightly from 2.5% to 2.7%.
Governance has been an important part of Miller’s career, as he was previously Head of Public Affairs for the Parliamentary and Health Service Ombudsman from 2010 to 2012.
This was followed by a spell as Head of Policy and Communications for the Local Government Ombudsman for England from 2012 to 2016, prior to taking up his role with the Commission.
The UK could be a particular focus for GamReg Consulting when it comes to the black market. According to a recent report which was flagged by industry trade body the Betting and Gaming Council (BGC), the global illegal online gambling market is estimated to have generated approximately $50 billion (£36.89 billion) in 2025, with British players who have self-excluded being targeted.
According to the report, compiled by strategic advisory firm Fincord Intelligence, British customers who have self-excluded or wish to avoid the protections required in the regulated market have been deliberately sought after by the illegal sites. The report highlights players received promotions for “Non-GamStop” sites after self-excluding via the GamStop scheme.
The BGC has been keen to highlight the potential growth of illegal gambling in recent times, in an attempt to stave off increased tax which could send players to the black market.
In May, the BGC referenced an H2 Gambling Capital study, which found the amount staked on the black market is set to increase from £16.6 billion for 2025 to £33 billion by 2028.
Miller’s move into consultancy bears similarities to that of Andrew Rhodes, who stepped down as Chief Executive of the Commission in April. In June, Rhodes joined gambling advisory firm Hawkbridge as a Principal Consultant, with the Commission stating he will be bound by confidentiality regulations to try and prevent a potential conflict of interest.
